Each driver makes their own. Only drivers are allowed to make them. It is a demonstration of holding the rank of driver, as well as one’s skill as a “blackthumb”. (In the tradition of apprentices producing a “masterpiece”.) You can become a driver by usurping one losing power (like Slit tried to do to Nux.) But Slit would only have been allowed to customize his own steering wheel once he’d proven he was worthy of holding that rank officially. If you achieve your status as driver by taking it from someone else, you remake their steering wheel to demonstrate their loss of status.
