OH GOD THOSE ARE BUGS???!?

They are; ephemeral adult stages of mayflies. They spend most of their lives as little crawly larvae in the water, then emerge on a single night to mate, lay their eggs, and die. Here’s the weather radar from the same night showing the mating cloud rising over the Mississippi valley:
