Pretty sure it’s not Highway 1 (if you’re talking about California’s Highway 1) because:
* we’d be seeing this shot all the time if it were
* I’ve driven all the coastal parts of Highway 1, and don’t remember anything like this
* if you zoom in you can see that there’s a truck driving on the left side of the road
* the water looks wrong; not enough of that West Coast of North America nutrient-rich greenish pea soup quality
My guess is that this is might be Japan, or at least somewhere in Asia.
