The checks and balances failed acoss the board; the ~Judicial branch~ needs to be part of the post 9-11 reforms. They asked, “Where was Congress?” Indeed: Where ~were~ the checks and balances?
What about the Judicial branch: It has a duty to check the other two branches which failed. When will ~all three~ branches take responsiblity for their failures prior to 9-11?
