Seems like if the state is 10% short the total state expenses should take a full 10% cut. Everyone collecting state benefits, contractors, retirement accounts etc! If that's a problem cancel the contracts and give it to someone who will work for the reduced amount. Thats what I have do at my house and it works! Too simple for the state I am sure.
