Oh, well.  You lose.  I fear your posting will incur flames.

I'm afraid you need to learn to program.  I'd start with the Learning Perl
book from O'Reilly, then grab one of the WWW and/or CGI books O'Reilly or
Addison-Wesley.

Be prepared to pay from around $75.00 (for Joe Random hacker) to $250.00
or more (for True Wizards of renown) per hour for this sort of work.
Expect about a 5 to 20 hour job.  The wizards will charge more but you'll
get a better product, and they won't take so long.  No, I'm not offering,
but those are the rates you're talking about.

I'm glad you mentioned money, though.  Most people just desperately beg
for free handouts around here since the purveyors of sloth and avarice
hit the net (read: consumers in general).  I do hope you find someone
to help you.

Don't accept anything from anyone who doesn't have plenty of demos of
previous work that looks similar in at least some respect to what
you've requested.  And make sure they know all the answers from the
Idiot's Guide. :-)
